Are Your Kids’ Pool Floaties Actually Safe? What the CPSC Wants Every Parent to Know

Arm floaties, neck floats, swim rings, and inflatable pool toys give parents a sense of security that the U.S. Consumer Product Safety Commission (CPSC) warns is dangerously false. No flotation toy is a substitute for active supervision — and several popular flotation products have been linked to infant and child drowning deaths after failing during use or being misused as a safety device.

Neck Floats: A Deadly Category

Infant neck floats — donut-shaped inflatable rings that fit around a baby’s neck — have been the subject of repeated CPSC warnings and enforcement actions. Between January 2019 and January 2024, CPSC received reports of 115 incidents involving infant neck floats, including two reported infant fatalities and two injuries requiring hospitalization. In June 2026, CPSC’s first federal mandatory safety standard for neck floats took effect — but even products meeting this standard carry drowning risks that no standard can fully eliminate.

CPSC’s most serious enforcement actions in this category include:

  • Otteroo LUMI and MINI infant flotation rings — CPSC urges consumers to immediately stop using all versions of these products. One infant died by drowning in 2020 in Maine after slipping through the flotation ring. A second infant suffered a serious injury in the same year in New York. CPSC is aware of 68 additional incidents where infants slipped through the product and required immediate rescue. Otteroo has refused to agree to a recall.
  • “Relaxing Baby” Swim Floats — can flip over and submerge infants and toddlers underwater. CPSC is aware of one drowning death of a 2-year-old child associated with these floats. The seller has been unresponsive to CPSC’s recall requests.
  • Swimways “Sandy Claws” Swim Trainers — the body strap can detach or tear, releasing a child into water; 7 reports of strap detachments received.

The Danger of False Security

The greatest risk associated with pool floaties is behavioral — not mechanical. When parents or caregivers see a child wearing arm floaties, a swim ring, or a neck float, they are more likely to reduce their level of supervision, creating a window during which a child can slip through, deflate out of, or roll over in a flotation device and drown silently before anyone notices. Drowning is quick and silent — a child can be underwater and in danger in seconds with no splashing or screaming.

What the CPSC Says

  • No flotation product substitutes for constant, arm’s-reach supervision. This applies to every product in this category without exception.
  • Never use neck floats on infants without staying within arm’s reach and maintaining constant eye contact.
  • Always follow the age and weight limits stated on any flotation product.
  • For inflatable products, check for air leaks before each use. A partially deflated product may still appear functional but will not support a child safely.
  • Never leave a child unattended in or near water, even for a moment, even with a flotation device.
  • Stop using and dispose of any Otteroo LUMI, MINI, or earlier version infant flotation rings immediately.

To report a dangerous pool product or a product-related injury, visit SaferProducts.gov or call CPSC’s Hotline at 800-638-2772.
