The Toy Noise Danger Nobody Warns Parents About

Most parents childproof their homes for choking, sharp edges, and chemical hazards — but overlook one of the most consistently documented toy dangers: excessive noise. The U.S. Consumer Product Safety Commission (CPSC) warns that certain toy caps, noise-making guns, and other sound-producing toys can produce sounds at noise levels that can damage a child’s hearing. Federal safety regulations require that toy caps producing loud noises carry a specific warning label, and the mandatory toy safety standard ASTM F963 includes detailed requirements designed to minimize the possibility of hearing damage from sound-producing toys.

How Toy Noise Damages Children’s Hearing

Children’s hearing is more sensitive than adults’ — and noise-induced hearing loss is permanent and cumulative. Unlike a visible cut or bruise, hearing damage from loud toys accumulates over time and may not be noticed until it is significant. The concern is greatest with toys held close to the ear or activated repeatedly near the face, where sound pressure levels at close range can be dramatically higher than the rated output.

CPSC’s mandatory toy safety standard establishes maximum sound pressure levels for toys held close to the ear versus toys used at a distance, using a weighted scale based on human hearing sensitivity. Federal law requires specific warning labels on boxes of caps producing loud noises, stating: “Warning — Do not fire closer than one foot to the ear. Do not use indoors.” CPSC recommends that children too young to understand this warning not be given cap toys.

What to Watch Out For

  • Toy cap guns and cap pistols — caps can produce impulse sounds exceeding safe levels at close range; never allow young children to fire them near the ear
  • Electronic toy weapons, battle toys, and noisy action figures — many produce repeated high-decibel sounds during play; test volume before purchasing
  • Musical toys with speakers — some infant and toddler musical toys produce sounds that are too loud for prolonged close-range play
  • Toy megaphones and bullhorns — designed to amplify sound; should not be used at close range or in enclosed spaces

What to Look For When Buying Toys

  • Check that sound-producing toys carry CPSC’s mandatory safety standard certification.
  • Test a toy’s volume before purchasing. If it sounds uncomfortably loud to an adult at arm’s length, it is too loud for a child holding it close.
  • Look for toys with adjustable volume controls.
  • Be especially cautious with toys imported through online marketplaces that may not meet ASTM F963 requirements.
  • Avoid purchasing toy caps for children too young to understand warning labels.

To report a dangerous toy or a product-related injury, visit SaferProducts.gov or call CPSC’s Hotline at 800-638-2772.
